The Croatian parliament is divided into two functional units. The main unit is closed, or occasionally open, and belongs to the Parliament. The second unit is open to the public, citizens and visitors. A separate entrance from 29. X. 1918 Street is planned for them. The solution is intended to unify all the perceived problematic points in the building. The illegal additions above the courtyard wing from the 1960s are being demolished, and an extension on the top floor in the middle of the eastern section of the block (towards Opatička Street). On the ground floor, next to the entrance for visitors, the current lobby is being expanded and modified. The hall in front of the small parliament building is connected to the newly formed entrance area as well as to new, connecting, repurposed spaces, all with the purpose of creating a logical, public unit on the ground floor through which the existing large staircase, or the newly formed elevator, provides access to the roof floor. In addition to the above, in the part of the house intended for the Parliament, the existing sanitary facilities, cafe bar and parliament restaurant halls are being modified and repurposed. The rest of the ground floor, first and second floors, retain their existing function with the possibility of eventually opening individual halls to external visitors under controlled guidance. The current roof space (unused) becomes functional. The northern part, up to the middle wing, becomes a multifunctional space that can be used by visitors and citizens, and the southern part, together with the transverse wing, is being converted into a hall and office space intended for the Parliament. The roof space – attic space, from the third-floor overflows into the fourth (mezzanine). The new restaurant for representatives is on the third floor, and on the fourth (mezzanine) there is a restaurant and a cafe intended for visitors, citizens and the Parliament. Positionally, this space becomes a logical, recessed, new city viewpoint with an outdoor terrace over Opatička Street.
