The concept derives from the process of architectural-urban thinking of context and program. The selection of the architectural structure was preceded by criteria in the following order:
- Content, 2. Functionality, 3. Stages, 4. Metaphor
The selected model is a composition of five above-ground elongated hulls. The horizontal, masses of different heights were laid over the perpendicularly laid volume in the entrance axis. The rhythm between the masses is the same, it runs consistently between the building structures as well as through the ground floor and park design. The metaphor of the composition is the theme of the “rainbow” present in both planes.
The formation of central higher and marginal lower volumes is described as a horizontal section in the ground plan, ie in a semicircle.
The conceptual intention is based on a clear formal separation of functional units, the creation of optimal spatial qualities within a determined matrix and a clearly defined possibility of staged construction given the current size, capacity and possible financial framework of the Hydrometeorological Institute.
